Director - Cost Planning - Residential

Role Overview

We are seeking a seasoned and strategic Director of Cost Planning – Residential to lead the financial and budgetary oversight for Qiddiya Investment Company’s residential development projects. This pivotal role will be responsible for establishing and maintaining robust cost planning frameworks, ensuring alignment with project objectives, timelines, and financial targets. The ideal candidate will bring extensive experience in residential cost management, a deep understanding of construction economics, and a proven track record of delivering high-value projects within budgetary constraints.

Key Responsibilities

• Strategic Cost Leadership: Develop and implement comprehensive cost planning strategies for residential projects, ensuring optimal resource allocation and financial sustainability. Lead the cost estimation, budgeting, and forecasting processes to mitigate financial risks and enhance project viability.
• Budget Development & Management: Collaborate with cross-functional teams, including architects, engineers, and procurement specialists, to create detailed budgets. Monitor expenditures against approved budgets, identify variances, and recommend corrective actions to maintain financial discipline.
• Cost Control & Optimization: Implement rigorous cost control measures to maximize value without compromising quality. Analyze market trends, material costs, and labor expenses to identify opportunities for cost savings and efficiency improvements.
• Stakeholder Engagement: Serve as the primary liaison between senior management, project teams, and external stakeholders on all cost-related matters. Present financial reports, progress updates, and risk assessments to ensure transparency and accountability.
• Regulatory & Compliance Adherence: Ensure all cost planning activities comply with local regulations, industry standards, and Qiddiya Investment Company’s policies. Stay abreast of changes in construction laws, material specifications, and economic conditions that may impact project costs.
• Team Leadership & Mentorship: Lead and mentor a team of cost planners, quantity surveyors, and financial analysts to foster a culture of excellence and continuous improvement. Provide guidance on best practices in cost management and professional development opportunities for the team.

Qualifications & Experience

To excel in this role, candidates must possess the following qualifications and attributes:

• Education: Bachelor’s degree in Quantity Surveying, Construction Management, Civil Engineering, or a related field. A Master’s degree or professional certification (e.g., MRICS, PMP) is highly desirable.
• Experience: Minimum of 15 years of progressive experience in cost planning and management, with at least 10 years in a leadership role within residential or mixed-use development projects. Experience in the Middle East, particularly in Saudi Arabia, is preferred.
• Technical Proficiency: Advanced proficiency in cost estimation software (e.g., CostX, Candy, or similar), Microsoft Office Suite, and enterprise resource planning (ERP) systems. Familiarity with Building Information Modeling (BIM) and its applications in cost planning is a plus.
• Soft Skills: Exceptional analytical, communication, and negotiation skills. Ability to influence stakeholders, manage conflicts, and drive consensus on financial decisions. Strong leadership qualities with a focus on team collaboration and results-driven outcomes.
