Role Overview
Reporting to the Head of City Operations, the Executive Director – Finance and Control will play a pivotal role in ensuring the financial discipline, governance, and commercial oversight required to deliver complex, large-scale operations. This senior leadership position serves as the critical interface between City Operations and Central Finance, translating operational needs into robust financial and commercial processes. Operating within a fast-paced and evolving environment, the role demands a strategic mindset, exceptional stakeholder management, and a commitment to driving accountability, performance, and control across all facets of finance and operations.
Key Responsibilities
- Leadership and Strategy: Provide strategic direction to the centralized Finance and Control function, overseeing finance, governance, risk management, internal controls, procurement, and contract management. Establish clear priorities and operational frameworks to guide a diverse team toward achieving City Operations’ objectives.
- Financial Planning and Performance: Collaborate closely with the Head of City Operations and business unit leaders to develop and execute financial planning, budgeting, forecasting, and reporting strategies. Drive cost control initiatives and ensure financial performance aligns with operational goals.
- Financial Operations and Controls: Oversee critical financial processes, including invoicing, intercompany charging, and service charge management. Implement and maintain robust internal controls to safeguard operational integrity and financial accuracy.
- Commercial and Operational Efficiency: Partner with business heads to identify financial, KPI, and cost-efficiency opportunities. Ensure contracts, resourcing, and vendor engagements are optimized to enhance operational effectiveness and financial outcomes.
- Governance and Compliance: Develop, implement, and enforce governance, risk, and compliance (GRC) frameworks, including policies, committee structures, and standards. Ensure adherence to regulatory requirements and corporate governance best practices.
- Procurement and Contract Management: Lead procurement activities and contract lifecycle management, from sourcing and approvals to vendor performance monitoring. Align commercial practices with company policies and strategic objectives.
- Cross-Functional Collaboration: Act as a liaison between City Operations and central functions such as Finance, Procurement, Legal, Risk, and Compliance. Address operational requirements and facilitate seamless coordination to drive collective success.
- Audit and Assurance: Coordinate internal and external audits, ensuring timely responses and remediation of findings. Champion a culture of transparency, accountability, and continuous improvement.
- Process Development: Contribute to the evolution of City Operations’ financial and operational processes, including delegation of authority frameworks, financial controls, and procedural enhancements to support scalability and efficiency.
Qualifications and Experience
To excel in this role, candidates must possess a blend of technical expertise, leadership acumen, and a passion for operational excellence. The ideal candidate will have:
- A Bachelor’s degree in Finance, Accounting, Business Administration, Operations, Project Management, or Urban Management.
- 12 to 15 years of progressive experience in senior finance roles, with a strong focus on business partnering, governance, risk management, internal controls, procurement, or commercial operations.
- A proven track record of driving financial planning, budgeting, reporting, and cost control in dynamic environments.
- Deep expertise in procurement, contract lifecycle management, vendor performance evaluation, and commercial controls.
- Hands-on experience establishing and operating governance, risk, compliance, and business continuity frameworks.
- Exceptional stakeholder management and communication skills, with the ability to influence and align diverse teams toward common goals.
- Eligibility to work in Saudi Arabia.
- Prior experience in a fast-moving operational environment, particularly within the real estate sector, is advantageous.
