HSE Manager – Construction Project

Position Overview

We are seeking a highly motivated and experienced HSE Manager to lead Health, Safety, and Environmental initiatives across our construction projects in Riyadh, Saudi Arabia. In this critical role, you will be responsible for developing and implementing robust HSE strategies, ensuring full compliance with regulatory requirements, and fostering a proactive safety culture throughout all project phases. Your expertise will be instrumental in safeguarding personnel, protecting assets, and maintaining environmental integrity while delivering projects in accordance with Saudi regulations and international HSE standards.

Key Responsibilities

HSE Strategy Development & Management Systems

You will design, implement, and maintain comprehensive HSE management systems that align with ISO 45001 (Occupational Health and Safety), ISO 14001 (Environmental Management), and contractual obligations. This includes establishing clear HSE policies, procedures, and performance standards for all construction activities. You will lead HSE planning from project mobilization through execution and demobilization, setting measurable objectives, targets, and KPIs that support organizational and project goals. Additionally, you will manage HSE budgets, allocate resources effectively, and ensure the availability of necessary equipment to sustain safe operations.

Regulatory Compliance & Standards Adherence

You will ensure strict compliance with Saudi Civil Defense regulations, OSHA guidelines, NEBOSH standards, and local municipality HSE requirements. This involves monitoring and implementing Saudi environmental laws and construction safety protocols, maintaining all necessary HSE permits, licenses, and certifications, and coordinating with regulatory authorities for inspections, audits, and compliance matters. Staying abreast of evolving HSE regulations and proactively integrating updates into project procedures will be a key aspect of your role.

Risk Management & Hazard Prevention

You will conduct thorough risk assessments, Job Safety Analyses (JSA), and hazard identification exercises (HAZID) for all construction activities. Developing and implementing robust risk mitigation strategies and control measures will be essential to minimizing workplace hazards. You will oversee the Permit to Work (PTW) system for high-risk operations such as hot works, confined space entry, working at heights, excavation, and lifting activities. Additionally, you will review and approve Method Statements and Risk Assessments (MSRA), enforce Lock Out Tag Out (LOTO) procedures, and ensure adherence to all safety protocols.

Site Safety Operations & Compliance Monitoring

You will conduct daily site inspections, safety walks, and audits to assess compliance and identify potential hazards across all active work areas. Monitoring the HSE performance of contractors and subcontractors will be critical to ensuring consistent adherence to safety standards. You will oversee the proper use of Personal Protective Equipment (PPE), conduct scaffolding inspections, verify crane operation safety, and ensure compliance with temporary works standards. Additionally, you will manage traffic management plans, maintain high housekeeping standards, and ensure the availability of adequate site welfare facilities.

Incident Management & Emergency Response

You will lead incident investigations, including root cause analysis (RCA) for all accidents, near misses, and dangerous occurrences. Developing and implementing corrective and preventive action plans (CAPA) and tracking their closure will be a priority. You will maintain incident reporting systems, ensure timely reporting to management and regulatory authorities, and analyze incident data to identify trends and implement preventive measures. Furthermore, you will develop and maintain emergency response plans, conduct regular drills such as fire and evacuation exercises, and coordinate with Civil Defense, medical services, and emergency responders to ensure preparedness.

Training & Safety Culture Development

You will design and deliver comprehensive HSE training programs, including site-specific induction sessions and toolbox talks for all project personnel. Ensuring all workers receive proper HSE orientation before commencing work will be essential. You will conduct specialized training for high-risk activities such as working at heights, confined space operations, and crane handling. Promoting HSE awareness campaigns and fostering a strong safety culture across all sites will be a key focus to drive continuous improvement in safety performance.
