About the Role

Parsons is seeking a highly skilled and visionary Construction Director - PMO to join our dynamic team. This senior leadership position offers a unique opportunity to shape the future of large-scale construction programs while collaborating with exceptional professionals in an innovative and empowering environment. Operating at the Project Director level, you will provide strategic leadership to PMCMs, contractors, consultants, and client stakeholders, ensuring seamless delivery that aligns with program objectives, safety standards, and client expectations.

Key Responsibilities

As the Construction Director - PMO, you will be responsible for the following critical functions:

  • Program-Wide Construction Integration: Serve as the senior interface between the PMO, PMCMs, contractors, and client stakeholders, ensuring cohesive alignment and execution across all program components.
  • Governance and Performance Management: Develop and implement robust construction governance frameworks, execution strategies, and performance control systems in strict adherence to PMO mandates and program baselines.
  • Contractor Oversight: Provide executive-level oversight of contractor performance, progress tracking, and recovery strategies, ensuring alignment with approved program baselines and mitigating risks proactively.
  • Risk Management: Take ownership of program-level construction risk identification, escalation, and mitigation, with a focus on addressing interface and dependency challenges to prevent systemic delivery failures.
  • Multi-Party Coordination: Lead cross-functional coordination among PMCMs, designers, contractors, and stakeholders to resolve integration delivery issues, constraints, and bottlenecks that may impact program success.
  • Reporting and Decision Support: Oversee the development and validation of construction reporting, dashboards, KPIs, and executive-level updates to empower informed client decision-making and strategic alignment.
  • Consistency in Delivery Approaches: Ensure uniformity in construction delivery methodologies across all work packages, including logistics strategies, sequencing, and phasing, to maintain program cohesion and efficiency.
  • Strategic Direction and Recovery Planning: Provide expert guidance on delay mitigation and recovery planning, challenging contractor methodologies where necessary to uphold program integrity and timelines.
  • Quality, Safety, and Compliance: Champion robust QA/QC, HSE, and compliance assurance systems at the program level, ensuring that processes—not just outcomes—are auditable, reliable, and aligned with regulatory standards.
  • Escalation Management: Act as the senior escalation point for non-performance, non-conformances, and systemic delivery failures, driving corrective actions and accountability across the program.
  • Procurement and Tender Support: Contribute to procurement and tender evaluation strategies from a constructability, phasing, and delivery risk perspective, ensuring alignment with program objectives and constraints.
  • Value Engineering and Optimization: Lead value engineering initiatives and buildability optimization efforts to enhance cost efficiency, schedule adherence, and alignment with design intent.

Qualifications and Experience

To excel in this role, you must meet the following qualifications and possess the following experience:

  • Education: Bachelor’s degree in Civil Engineering, Construction Management, or a related field. A Master’s degree is preferred.
  • Experience: Minimum of 20 years of hands-on experience in delivering buildings and infrastructure construction, with a proven track record in managing complex theaters and large public venues.
  • Leadership: Demonstrated ability to lead large multidisciplinary teams across multiple zones or work packages, operating effectively in a PMO or client-side integrator role without direct contractual authority.
  • Technical Expertise: In-depth knowledge of construction methodologies, contract management, regulatory compliance, and strategic planning for mega projects.
  • Stakeholder Management: Proven experience interfacing directly with senior client stakeholders and executive leadership, fostering alignment and driving program success.
  • Certifications: PMP or similar certification is advantageous but not mandatory. Highlight any relevant credentials that demonstrate your expertise.
  • Industry Exposure: Experience working in high-profile or government-led development programs is a significant plus.
