Role Overview

We are seeking a dynamic and results-oriented Senior Tender Specialist (Pharmacist) to lead and manage pharmaceutical tendering processes across Saudi Arabia. The ideal candidate will possess extensive experience in government tenders, with a proven track record in collaborating with NUPCO and navigating regulatory frameworks. This role is pivotal in securing institutional business while ensuring seamless execution from tender award to final delivery. The successful applicant will demonstrate expertise in regulatory documentation, pricing submissions, logistics coordination, and stakeholder engagement to drive operational excellence and compliance.

Key Responsibilities

• Tender Opportunity Management: Proactively monitor and review upcoming tender opportunities published on NUPCO and other governmental platforms to identify strategic business prospects.
• Documentation & Submission: Prepare and submit comprehensive tender documentation in strict adherence to regulatory and commercial requirements, ensuring accuracy and completeness.
• Regulatory Compliance: Coordinate the compilation of pricing submissions, technical files, and mandatory certifications while ensuring full compliance with SFDA and tender-specific regulations.
• Stakeholder Engagement: Act as the primary liaison for clarifications, inquiries, and documentation follow-ups with NUPCO and relevant governmental stakeholders to facilitate smooth tender processes.
• Award & Delivery Management: Track tender results, communicate award status internally, and coordinate with supply chain and warehouse teams to ensure timely delivery to government entities.
• Logistics & Shipment Coordination: Monitor shipment timelines, resolve delivery or documentation discrepancies, and ensure alignment between logistics operations and tender requirements.
• Post-Award Compliance: Verify proper invoicing and documentation alignment following tender awards, while maintaining accurate tender tracking reports and dashboards.
• Contract Utilization & Risk Management: Monitor contract utilization and consumption patterns, identify potential risks such as delays or shortages, and proactively implement mitigation strategies to uphold compliance and operational efficiency.
• Pricing Strategy Support: Collaborate with cross-functional teams to develop and refine pricing strategies tailored for institutional accounts, ensuring competitiveness while maintaining profitability.

Qualifications & Requirements

• Educational Background: Bachelor’s Degree in Pharmacy (mandatory).
• Professional Certification: Registered Pharmacist with preference given to candidates certified by the Saudi Commission for Health Specialties.
• Industry Experience: Minimum of 3–6 years of hands-on experience in pharmaceutical tendering within the Kingdom of Saudi Arabia, with a strong focus on NUPCO tenders.
• Regulatory Knowledge: In-depth familiarity with SFDA regulations and institutional business requirements in the pharmaceutical sector.
• Analytical & Communication Skills: Exceptional attention to detail, strong analytical capabilities, and the ability to communicate effectively with internal and external stakeholders at all levels.
• Organizational Proficiency: Demonstrated ability to manage multiple priorities, meet deadlines, and maintain meticulous records in a fast-paced environment.
