Position Overview

We are seeking a highly skilled and experienced Procurement Engineer to join our dynamic team in Saudi Arabia. This critical role is responsible for overseeing the entire procurement lifecycle for large-scale EPC (Engineering, Procurement, and Construction) projects, ensuring seamless execution from sourcing to delivery. The ideal candidate will possess extensive expertise in managing complex procurement activities, including materials, equipment, long-lead items, and subcontracted services, while aligning with project timelines, technical specifications, and budgetary constraints. The Procurement Engineer will collaborate closely with cross-functional teams, including engineering, project management, logistics, and quality assurance, to deliver cost-effective solutions without compromising on quality or compliance.

Key Responsibilities

The Procurement Engineer will play a pivotal role in driving the success of EPC projects by executing the following responsibilities:

  • End-to-End Procurement Management: Oversee the complete procurement process for project materials, equipment, long-lead items, and subcontracted services, ensuring alignment with project requirements and timelines.
  • Bid Evaluation and Negotiation: Prepare Requests for Quotations (RFQs), evaluate supplier proposals, and conduct comprehensive technical and commercial bid evaluations in collaboration with engineering and project teams. Negotiate favorable pricing, delivery schedules, payment terms, warranties, and contractual conditions to optimize commercial outcomes.
  • Contract Administration: Develop and finalize purchase orders, procurement recommendations, and contract documentation for management approval, ensuring adherence to company policies and client specifications.
  • Cross-Functional Coordination: Liaise with engineering, planning, QA/QC, logistics, construction, and project management teams to facilitate timely procurement, material delivery, and issue resolution, minimizing potential disruptions to project schedules.
  • Supplier Performance Management: Monitor supplier performance, expedite critical deliveries, and address procurement-related challenges proactively to mitigate risks to project execution. Cultivate strong relationships with approved vendors and explore opportunities to identify and onboard new suppliers that enhance quality, cost efficiency, and delivery performance.
  • Procurement Tracking and Reporting: Maintain meticulous procurement schedules, track progress, and provide regular status reports to project management, ensuring transparency and accountability throughout the procurement lifecycle.
  • Compliance and Documentation: Ensure strict adherence to company procurement procedures, client specifications, contractual obligations, and applicable Health, Safety, and Environment (HSE) and quality standards. Maintain accurate procurement records, vendor databases, and documentation to support project cost control and procurement risk management.

Qualifications and Requirements

To excel in this role, candidates must meet the following criteria:

  • Educational Background: A Bachelor's degree in Mechanical, Electrical, Civil, Industrial Engineering, or a closely related engineering discipline from a recognized institution.
  • Professional Experience:
    • Minimum of 15 years of procurement experience with reputed EPC contractors, demonstrating a track record of managing complex procurement activities in large-scale projects.
    • At least 5 years of hands-on experience in EPC projects within sectors such as Oil & Gas, Petrochemical, Power, Infrastructure, or Industrial, with a focus on procuring long-lead items, critical equipment, bulk materials, and subcontracted services.
  • Technical and Commercial Expertise: In-depth knowledge of EPC procurement processes, contract administration, supplier qualification, and commercial negotiations. Proficiency in international and local sourcing, vendor development, supplier evaluation, and procurement planning.
  • Technical Proficiency: Strong command of ERP systems such as SAP, Oracle, or equivalent procurement software, along with advanced skills in Microsoft Office applications (Excel, Word, PowerPoint).
  • Professional Certifications: Preferred certifications include CIPS (Chartered Institute of Procurement & Supply), CPM (Certified Project Manager), or equivalent credentials that validate procurement and project management expertise.
  • Soft Skills: Exceptional analytical, negotiation, communication, and stakeholder management skills, with the ability to thrive under pressure and meet stringent project deadlines.
