Position Overview

We are seeking a seasoned and visionary Program Head to provide strategic leadership and end-to-end program direction for our Facility Management, Construction, and Consultancy portfolio. This pivotal role is based in Riyadh and focuses on the delivery of large-scale, capital-intensive giga-project programs within the Kingdom of Saudi Arabia. Operating within an Owner's Engineer (OE) / Program Management Consultancy (PMC) model, the Program Head will hold final review and approval authority over supervision consultants and delivery contractors, ensuring alignment with the client’s strategic vision and the objectives of Saudi Vision 2030.

Key Responsibilities

The Program Head will be responsible for the following core functions:

  • Strategic Leadership and Portfolio Management:
    • Develop and implement a comprehensive strategic plan for the Facility Management, Construction, and Consultancy division, ensuring alignment with the client’s corporate objectives and national priorities.
    • Lead end-to-end program and portfolio management across multiple concurrent large-scale CAPEX programs, applying a structured, phase-gated delivery methodology from feasibility and design through construction, commissioning, handover, and facility operations.
  • Governance and Technical Oversight:
    • Operate within the OE/PMC delivery model, providing final review, technical approval, and governance oversight of supervision consultants, contractors, and delivery teams—ensuring compliance with program standards and client expectations.
    • Provide senior advisory oversight on modular and DfMA (Design for Manufacture and Assembly) program delivery, including offsite factory manufacture, logistics, and onsite module installation, where applicable.
  • Facility Management and Operations Transition:
    • Oversee integrated facility management across the portfolio, ensuring a seamless transition from construction to operations and sustained asset performance.
  • Financial Stewardship:
    • Own CAPEX and OPEX planning, budgeting, forecasting, and cost control across the portfolio, including IPC (Interim Payment Certificate) review, variations, and claims management to ensure financial efficiency and accountability.
  • Performance Monitoring and Reporting:
    • Establish and maintain program dashboards, milestone tracking, and performance reporting frameworks; define KPIs and drive data-led decision-making across all workstreams.
    • Conduct regular reviews of project deliverables, identify potential risks, and develop and implement robust mitigation strategies.
  • Stakeholder Engagement and Leadership:
    • Provide consultancy-grade advisory to the client on delivery strategy, procurement models, and value engineering to optimize project outcomes.
    • Build and maintain robust relationships with clients, contractors, and other stakeholders, ensuring transparent and effective communication.
    • Act as the key liaison for senior-level discussions and represent the organization in high-level client and executive steering meetings.
    • Lead and mentor project managers, engineers, and consultants to foster a high-performance culture and drive continuous improvement.
  • Compliance and Quality Assurance:
    • Maintain adherence to industry standards, safety regulations, and company policies; drive quality and safety compliance across all projects.
    • Perform audits and regular assessments to uphold the highest levels of quality and operational excellence.
  • Innovation and Growth:
    • Identify new business opportunities and contribute to the growth of the client’s portfolio.
    • Promote a culture of continuous improvement by integrating innovative approaches and best practices into program management and delivery.

Qualifications and Experience

To excel in this role, candidates must meet the following requirements:

  • Education: Bachelor’s or Master’s Degree in Engineering, Construction Management, or a closely related field.
  • Experience: Minimum of 20 years of progressive experience in construction and program management, with at least 10 years in a leadership role overseeing large-scale, high-value CAPEX programs across Construction, Facility Management, or Consultancy sectors.
  • Technical Expertise: Proven track record in managing complex, multi-disciplinary programs within the OE/PMC framework, with a strong understanding of modular and DfMA methodologies where applicable.
  • Leadership and Soft Skills: Demonstrated ability to lead high-performing teams, mentor professionals, and engage effectively with senior stakeholders and clients.
  • Strategic and Analytical Skills: Exceptional strategic planning, financial acumen, and data-driven decision-making capabilities to optimize program performance and ensure delivery excellence.
  • Compliance and Safety: In-depth knowledge of industry standards, safety regulations, and quality assurance processes in the construction and facility management sectors.
