Contracts Management Supervisor

Position Overview

The Contracts Management Supervisor plays a pivotal role in overseeing and optimizing the end-to-end lifecycle of contracts, ensuring alignment with organizational objectives, regulatory compliance, and strategic vendor relationships. This leadership position is responsible for driving operational excellence through the development and implementation of robust contract management processes, performance monitoring systems, and continuous improvement initiatives. Key Responsibilities

The Contracts Management Supervisor is tasked with a diverse range of responsibilities, including:

• Contract Lifecycle Management: Lead the preparation, negotiation, and execution of contracts in coordination with legal, procurement, and enforcement stakeholders. This includes drafting letters of intent, ensuring compliance with ZATCA’s legal policies, and facilitating timely contract sign-offs.
• Vendor Performance Oversight: Develop and implement vendor Key Performance Indicators (KPIs) to monitor service delivery, product quality, cost efficiency, and adherence to delivery timelines. Conduct periodic performance evaluations and update the approved suppliers list based on rigorous assessments.
• Contract Modifications and Claims Management: Evaluate and document contract modification requests, assess their impact on budget and scheduling, and recommend appropriate actions. Handle vendor claims by negotiating resolutions that protect organizational interests while maintaining productive vendor relationships.
• Policy and Procedure Adherence: Ensure all contract-related activities comply with established policies, standard operating procedures, and regulatory guidelines. Identify opportunities for process improvements and implement enhancements to drive operational efficiency.
• Team Leadership and Development: Provide mentorship, guidance, and clear direction to junior staff, delegating responsibilities and monitoring workflow to ensure timely and accurate execution of tasks. Foster a culture of accountability, collaboration, and continuous learning within the team.
• Stakeholder Communication: Act as a liaison between internal departments, legal teams, and external vendors to facilitate seamless contract negotiations, renewals, and terminations. Maintain transparent communication channels to ensure all stakeholders are informed and aligned with contractual obligations.
• Risk Mitigation and Compliance: Assess contractual risks, including penalties and termination clauses, and implement measures to mitigate potential liabilities. Ensure compliance with ZATCA’s legal and regulatory frameworks to safeguard the organization’s interests.

Qualifications and Competencies

To excel in this role, candidates must meet the following criteria:

• Education: A Bachelor’s degree in Law, Business Administration, Engineering, or a related field is required. A Master’s degree in Business Administration or equivalent is highly desirable.
• Experience: A minimum of 8 years of relevant experience in contract management, procurement, or a related field is essential. Prior managerial experience, preferably of 3 years or more, is strongly preferred to demonstrate leadership capabilities.
