Key Responsibilities

  • Pre-Qualification Management: Lead the end-to-end pre-qualification process for utility-related products and services, including evaluating vendor capabilities, technical competencies, and compliance with industry standards. Ensure that all pre-qualified suppliers meet alfanar Group’s stringent quality and performance criteria.
  • Prescription & Specification Development: Collaborate with cross-functional teams, including engineering, procurement, and project management, to develop and refine technical specifications and prescriptions for utility solutions. Align these specifications with regulatory requirements, industry best practices, and the Group’s operational needs.
  • Vendor Engagement & Relationship Management: Establish and maintain strong relationships with key utility vendors, contractors, and service providers. Conduct regular performance reviews, negotiate favorable terms, and ensure seamless communication to mitigate risks and enhance service delivery.
  • Compliance & Risk Mitigation: Oversee compliance with local and international regulations, safety standards, and sustainability guidelines. Identify potential risks in utility procurement and prescription processes and implement proactive measures to mitigate them, ensuring uninterrupted operations.
  • Process Optimization & Innovation: Drive continuous improvement initiatives to streamline pre-qualification and prescription workflows. Leverage data analytics and industry trends to recommend innovative solutions that enhance efficiency, cost-effectiveness, and sustainability in utility management.
  • Stakeholder Coordination: Act as a liaison between internal stakeholders, external vendors, and regulatory bodies to ensure alignment on project objectives, timelines, and deliverables. Facilitate seamless collaboration to achieve operational excellence and strategic goals.

Qualifications & Skills

  • Education: Bachelor’s degree in Electrical Engineering, Mechanical Engineering, Utilities Management, or a related field. A Master’s degree or professional certification (e.g., PMP, CIPS) is a plus.
  • Experience: Minimum of 8–10 years of progressive experience in utility management, pre-qualification, or procurement within the construction, energy, or industrial sectors. Prior experience in a managerial role is highly desirable.
  • Technical Proficiency: In-depth knowledge of utility systems, including power distribution, water management, HVAC, and renewable energy solutions. Familiarity with industry standards (e.g., ISO, IEC) and regulatory frameworks is essential.
  • Leadership & Communication: Proven ability to lead cross-functional teams, influence stakeholders, and communicate complex technical concepts to non-technical audiences. Strong negotiation and problem-solving skills are critical.
  • Analytical & Strategic Thinking: Demonstrated expertise in data-driven decision-making, risk assessment, and process optimization. Ability to align utility strategies with broader business objectives.
  • Language & Cultural Competency: Fluency in English is mandatory; proficiency in Arabic is advantageous. Ability to thrive in a multicultural and dynamic work environment.
