Manpower Procurement Manager

We are seeking a seasoned professional to lead the end-to-end procurement of outsourced medical and non-medical workforce. The role is responsible for supplier management, sourcing, contract negotiations, regulatory compliance, governance, and workforce planning, ensuring cost optimization and uninterrupted business operations.

• Develop and manage outsourced manpower sourcing strategies.
• Lead supplier selection, RFQs, negotiations, and contract management.
• Ensure compliance with Saudi labor regulations, SCFHS, MOH, Ajeer, and CBAHI requirements.
• Manage supplier performance through KPIs, SLAs, and regular business reviews.
• Oversee onboarding, documentation, and regulatory approvals for outsourced staff.
• Drive procurement governance, process improvements, and policy compliance.

Requirements:

• Bachelor’s degree in Supply Chain, Business Administration, HR, or a related field.
• 8–10 years of procurement experience, including outsourced manpower or contingent workforce.
• Healthcare or highly regulated industry experience is preferred.
• Strong knowledge of Saudi labor regulations, supplier management, and contract negotiation.
• Excellent stakeholder management, analytical, and leadership skills.
• Fluent in English and Arabic.
