Position Overview

We are seeking a seasoned and strategic Senior Procurement Manager to lead all procurement and supply chain activities for our luxury hospitality and high-profile construction projects. This pivotal role will be responsible for crafting and executing procurement strategies that align with corporate and project objectives, while driving operational excellence, profitability, and sustainable growth. The ideal candidate will possess extensive industry experience, exceptional leadership capabilities, and a proven track record in managing high-value procurement packages within the construction sector. This position is instrumental in fostering strategic supplier relationships, mitigating supply chain risks, and ensuring the seamless delivery of projects that meet the highest standards of quality and performance.

Key Responsibilities

The Senior Procurement Manager will oversee a comprehensive range of procurement functions, including:

  • Strategic Procurement Leadership: Develop and implement end-to-end procurement and sourcing strategies that are fully aligned with corporate objectives and project requirements, ensuring optimal commercial value and long-term sustainability.
  • Construction Package Procurement: Lead the procurement of major construction packages, including civil works, structural engineering, architectural finishes, façade systems, fit-out solutions, landscaping, and specialist construction services, ensuring timely and cost-effective delivery.
  • Tendering and Contract Administration: Direct all tendering processes, evaluation methodologies, negotiation strategies, contract awards, and post-award administration for material suppliers and subcontractors, maintaining strict adherence to procurement governance and compliance standards.
  • Supplier Relationship Management: Cultivate and sustain strategic partnerships with key suppliers, manufacturers, and subcontractors to secure reliable supply chains, competitive pricing, and continuous value delivery throughout the project lifecycle.
  • Cross-Functional Collaboration: Work closely with executive leadership, project directors, commercial teams, and internal stakeholders to align procurement activities with project milestones, business objectives, and corporate initiatives, including sustainability, HSE, and quality assurance.
  • Risk Mitigation and Value Engineering: Proactively identify, assess, and mitigate commercial, contractual, and supply chain risks that could impact project performance. Drive value engineering initiatives to optimize costs without compromising quality or specifications.
  • Procurement Governance and Compliance: Establish and enforce procurement policies, best practices, and operational frameworks to ensure transparency, regulatory compliance, and operational efficiency across all procurement activities.
  • Performance Management and Reporting: Oversee procurement planning, forecasting, and performance measurement using advanced ERP systems such as SAP, alongside management dashboards, to provide actionable insights and drive continuous improvement.
  • Team Leadership and Development: Lead, mentor, and develop a high-performing procurement team, fostering a culture of accountability, innovation, and results-driven excellence to support organizational growth and project success.
  • Sustainability and Operational Excellence: Champion corporate initiatives related to sustainability, health, safety, and environmental (HSE) compliance, as well as operational excellence, ensuring procurement practices contribute to broader organizational goals.

Required Skills and Competencies

To excel in this role, candidates must demonstrate the following expertise and capabilities:

  • Industry Expertise: In-depth knowledge of procurement, strategic sourcing, contract management, and supply chain operations within the construction industry, with a focus on luxury hospitality and high-end projects.
  • Commercial Acumen: Strong financial and commercial awareness, with a proven ability to manage high-value procurement packages, negotiate favorable terms, and deliver cost efficiencies.
  • Technical Proficiency: Deep understanding of procurement requirements for civil, structural, architectural, façade, fit-out, landscaping, and specialist construction packages, including material specifications and industry standards.
  • Leadership and Stakeholder Management: Exceptional leadership skills with the ability to influence and collaborate effectively with senior executives, project teams, and external stakeholders to drive consensus and achieve objectives.
  • Analytical and Risk Management Skills: Strong analytical capabilities to assess market trends, evaluate supplier performance, and mitigate procurement-related risks through data-driven decision-making.
  • ERP and Reporting Proficiency: Hands-on experience with SAP ERP and procurement performance reporting tools to streamline processes, enhance visibility, and support strategic decision-making.
  • Communication and Negotiation: Excellent verbal and written communication skills, coupled with advanced negotiation and relationship management abilities to build trust and secure favorable outcomes with suppliers and stakeholders.

Qualifications and Experience

Applicants should meet the following criteria to be considered for this role:

  • Education: A bachelor’s degree in procurement, supply chain management, business administration, or a related field. Advanced degrees or professional certifications (e.g., CIPS, PMP) are advantageous.
  • Experience: Minimum of 18 years of progressive procurement experience within the construction industry, with at least 8 years in a senior management or leadership role at a leading main contractor.
  • Project Track Record: Proven experience in delivering procurement strategies for large-scale luxury hospitality, mixed-use, landmark, or iconic construction projects, demonstrating the ability to manage complex and high-value procurement portfolios.
  • Regional Experience: Prior experience working in the GCC or Middle East region is highly preferred, with a deep understanding of local market dynamics, supplier networks, and procurement regulations.
